Classic symptoms of a worn turbo. Replacement is the only answer.

10w40 semi synthetic is good enough for a stock Impreza, use something like a full synth 10w/50 on a tweaked one.

The blue smoke is the oil that has collected at the top of the cylinder, being burnt. Never let an engine idle for long periods, it will warm up faster driving it on the road.

You do realise letting any engine tick over for 10minutes is never going to do it any good. The blue smoke is oil being burnt, probably as the rings are worn.
