Was Katrina Bush's fault because it happened "on his watch" even though the ....?

.... Incident Command System mandates that the Federal Government cannot take over a disaster scene until requested by the State and that the Governor cannot take over a disaster until requested by the Mayor of the city?

Have your changed your mind on this or are you just making excuses for 0bama now?

http://www.fema.gov/incident-command-system

It's in there if you want to search for it. I am Incident Command trained.

Update:

Chewy - I don't blame Bush for Katrina because he FOLLOWED the Incident Command System. The problems were the Democrat Mayor and Governor. They didn't want it to look like a Republican President saved their asses. Is the fact that Bobby Jindal was elected during the next state election lost on you? The voters knew what went wrong. The problem is your news outlets lie to you and you aren't smart enough to realize it.

How does making excuses for Bush have anything to do with making excuses for Obama?

I still blame Bush because he just sat on his hands for three days after Katrina. Yeah, there's official protocols, but Bush still should have been on the phone with the governor and mayor and asked, "Hey, y'all need some help?"

Do you blame Bush for Katrina since it happened on his watch since you are blaming Obama for all these other things for no other reason than that they happened on his watch?

Edit: Sorry, but I can't appreciate someone who is a stickler for the regulations when people's lives are on the line. To quote Kakashi from the Japanese series "Naruto" -- "Anyone who breaks the rules is trash. But anyone who abandons their comrades is worse than trash."

You can't blame the current economic mess on any one person or party. It is more the result of institutional failures and a culture of greed and quick money. 9/11 is more complicated than that. While I disagree with the notion that Bush masterminded the attacks (OK maybe Cheney), there is some really fishy stuff surrounding 9/11 that suggests at the very least that the neocons in the Bush administration knew more than they let on. That does not preclude some foreknowledge by elements of the Clinton administration either. There is little difference between the neocon foreign policy and the Clinton foreign policy except that Clinton didn't go all the way in Iraq, although I think he would have given a few more years. The Clinton administration apparently also talked with Bush about the possible need for action in in Afghanistan.

The state officials were responsible for evacuating the people and asking for federal aid.

Bush wanted to consolidate the national guard under federal control and they would not allow it.

The FEMA director may or may not have been effective, but there is not much you can do when a city is 80% underwater. No one anticipated the levees failing and the lake pouring into the city after the hurricane had passed.

And, as people have pointed out since Sandy, FEMA only coordinates other services.

I think Bush did the best he could, given the circumstances.

There is still wreckage from Sandy today, even though officials have had the chance to learn from Katrina, and do things differently.

Chewy - Your comment is proof that you are CLUELESS regarding Katrina. Not only was President Bush not 'sitting on his hands' as you assert, he was actually taking off from New Orleans saving Mayor Nagin aboard AF1...FACT

Governor Blanco refused federal financial assistance and then when the aftermath hit home, she ran straight for cover to the mega-liberal press and starting crying (to this day I still cant believe her antics) about how little support she received from Washington...FACT

I have repeatedly asked you in the past to start educating yourself regarding your comments about these type of subjects but honestly at this point I think Im rather enjoying just sitting back and watching you continuously making a fool out of yourself.

Edit: Laughing @ Chewy complaining that Bush didnt break federal law to help a governor who refused help. I hate to tell you this genius but no sitting president is allowed BY FEDERAL LAW to take control over a state governor unless in the determined condition of national insurrection.

Just because you dont like the law doesnt mean the law doesnt exist.

Bush was crushed over Katrina. We all knew that the state refused but that didn't matter. Sandy was no better handled then Katrina and is taking just as long to fix. These things take time.

No. The fed gov cannot engage until requested by the State.

Which also reminds that the levee system originally built by the US Army Corps of Engineers was woefully inadequate.

Not Bush's fault either. To say nothing of incompetent local government officials (Ray Nagin) who preferred to allow people to stay and suffer rather than using local transport to bus them out of the area.

Bush's ineptitude in dealing with Katrina is not mitigated by anything in the question and it has nothing to do with Obama.

Fema's director was a Bush appointee, and Bush was still the President, so is it Obama's fault?

No, no one ever said Bush controlled the weather.

The problem was his response, or lack thereof. Leadership does not come from a manual.

It was his fault that he put a politically connected ARABIAN HORSE TRAINER in charge of FEMA.
