Heini is not just used as a nickname for Heinrich. It is also a common name for male persons who try to trick others, but aren't clever enough to succeed.

Reichsheini: "slang nickname for “Reichsführer der SS Heinrich Himmler”.
Heinrich Luitpold Himmler was Reichsführer of the Schutzstaffel (SS), a military commander, and a leading member of the Nazi Party (NSDAP) of Nazi Germany.
Heini derived from Heinrich.

It looks artificial, a bit of just like the famous "Donaudampfschiffahrtselektrizitätenhaup... An additional "file" word that nobody in Germany ever used. Or "Floccinaucinihilipilification" and "Honorificabilitudinitatibus" in English.

It was a derogatory nickname for "Reichsführer" Heinrich Himmler. "Heini" is a pet name for "Heinrich".
