Yes, it is illegal and it is also unwelcome. Keep your religion to yourself.

I found gospel tract in th bathroom at a movie theater once. Down the toilet it went.
Personally, if you were to try to convert me the best way would be face to face and through actions and not paper but that's just me.
But for tract suggestions if you insist. I guess you could try the bathroom idea. Or I've seen people leave them at gas station pumps, public library books, tables at fast food restaurants, shopping carts, or you can hang the tracts from the mail box post and not actually place them in the mailbox. That's legal in the usa
