No. The inside of a drop box is the property of the mail service, and only it or the legal owner of the drop box are allowed access. This is the reason you see most unsolicited information placed on door knobs, under the door, between the screen and the door, etc.

There are people who will chew you up alive if you put gospel tracts in their mailbox unsolicited. In the USA I would be one of those people who would see you end up in a Federal prison because it is a federal crime.
