Why does my android phone say my memory/storage is low?

I just got this phone less than a week ago and it's telling me that the phone is low on space.

I've deleted apps, pictures, texts, and I bought a new SD card for it

and it tells me I have 7.86MB available but nothing is working.

I can't even add people to my contacts or send texts.

What do I do?

    Bring it back and demand a new one. Its probably a flash player issue. Adobe flash is messed up on a lot of phones creating storage and sharing issues. You might be able to get an adobe upgrade through it's website but it might cost you.
