Briefly describe why we can't simply use concentration value in electrochemistry?

What I'd say is, in aqueous solution, there are interactions between ions and solvents. This causes the effective concentration to be less that the concentration, which is expressed by the activity coefficient. These interactions are due to ionic interactions between ions and solvents.

    the most concentrated ion preferentially discharges is perhaps one answer

    the other is not all species display 100% dissociation
