Yes you can. Only you're going to have an average of 10-15 FPS. I heard HD4000 can perform decently, and it may play GTA with 25 FPS (Might reach 30 with some mods for low-end PCs). If you're playing on a laptop with and HD4000 or lower, chances are your FPS will be about 8-10(Unplayable)
