Out with the old in with the new.
Hawking radiation is purely hypothetical.
There are no observations to indicate black holes shrink to extinction.
As for "micro" black holes, size is irrelevant. All that is large started as small.
To consume is to expand.
Create new at the expense of old.

It's believed that the Large Hadron Collider is at the bottom end of the power range needed to create a micro black hole but such a black hole would evaporate almost instantly, indeed any black hole with a mass less than our Moon would evaporate away due to Hawking radiation so a sub-atomic black hole would be very short lived.
One benefit that I can imagine is if micro black holes could be made efficiently and lasted long enough than charged black holes could be launched in front of a spaceship to compress space in front of the spaceship, add some means of expanding space behind the spaceship and you have a warp drive. Of course, the power required to do this would be tremendous. Another application is if you could feed it with enough electrons to keep it from evaporating away, it becomes an effective method of converting matter into energy.

A black hole with a mass below the limit will stop being a black hole (via hawking radiation) the moment the conditions used to create it cease to apply.

I don't believe that that technology exists. Black holes are a theory and have yet to be proven. A black hole is a singularity of infinite mass and density that has a gravitational pull that can alter time and space and light can't escape it. I believe it would be impossible for humans to create one

well yes. the super hydro collider can create small black holes but they are so small that they basically destroy themselves straight away
