what is the name of the thing that allows u 2 play TILT games on android tablets?
Like say you tilt the ball in a whole without using any buttons or your fingers? And do they ALL have this feature, even the cheap knock off China ones? The one i'm looking at has 5 point touch but I don't know if thats the feature. Some have GPS and some don't-Is that it?

Yes most modern phones(tablets are just big smartphones) have it, its called Accelerometer and it tells the phone the current position it is in. There are also gyroscopes for more axis of movements but those go only in more expensive phones.
