Champions that cost 450 ip are usually easy to play. they have a simple set of ability with low learning curve thats easy to pick up on. such champions are garen, annie, ryze, sivir, etc.
If you want more expensive champions, i'd suggest going to the league of legends giveaway site http://www.leagueoflegendgiveaway.com/ to get them for free.
