Thats perfectly normal, and it will happen with pretty much any lip balm you put on before bed (although I've found that Burt's Bees leaves the least amount of film). This happens when you sleep because most people sleep with their mouths open- even if they're not aware of it- and you don't swallow while you sleep. This can make the whole area rather dry, and since you're not constantly reapplying, it causes the chapstick to dry out, too, which makes that film. Also, moving your mouth in your sleep can rub the chapstick onto your teeth, creating the film inside your mouth.
