Tried to boot from CD , pressed the key but then nothing happens?

Just an FYI, your link doesn't work. Try a picture sharing site next time, like instagram or imageshak.
The CD might be bad, or maybe just dirty. What you should do is install Linux Mint. You can make a live CD from the computer you are using now. You should also make a USB drive bootable in case the CD drive is not working. That way, you will get the computer working one way or the other.
It's also possible the computer itself is malfunctioning. Look up capacitor plague for a list of symptoms.
If that turns out to be the problem, sell your old computer on eBay for parts unless you want to learn to desolder/solder capacitors. It would cost you more than it's worth to hire someone to fix it, but someone might buy it cheap, fix it, then sell it or keep it. In any case, you might want to keep your hard drive and just put it in your new computer as an extra.
