As per the registration act, a document has to be presented for registration within a period of 4 months of its' execution.
This clause is pertaining to registration part only.
Hence, there is no restriction in using a stamp paper which is old.

validity period for non-judicial stamp paper is 3 years

There is no limit of time for the validity of non-judicial or any other stamp paper.

PA are normally executed on Stamp Paper of Rs.100/- and Passport size photographs are to be affixed - and the document Notarised. Registration is not necessary. The person who gives the Power of Attorney is responsible for the authenticity including those of the witnesses. Moreover PA do not require to be Witnessed. Hence the question of Forged Witnesses does not arise.
