Do we have to pay a tax for the retail price at AT&T even though its just 99. Cents in Rhode Island?

I heard the in California, people pay big taxes for phones (70-200 dollars) as if they were paying for the full retail price even though the price for the phone is 1.00. Would that apply here too?

    sales tax is sales tax on the 1st cent of the cost of the product

    sales tax in Calif. is 8%, however when one has a phone either land line or cell, there are communication taxes imposed by Federal and State

    those taxes imposed by the Feds will apply to all states, the state you have your account may also impose local taxes

    You pay tax on the full retail price as the seller gets reimbursed for that amount by AT&T.
