video copyright question?

there is a new video store where I live and they take in trades for store credit or cash for there rentals. my girlfriend and myself took some stuff in and got store credit. then we rented some DVDs and when we got home and put a couple of the DVDs in we found out that episodes on the two of the DVDs were downloaded from different places. watermark of the sites were on the episodes. is this legal for them to download stuff and make and then rent out there homemade DVDs. we rented dungeons and dragons complete series and both DVDs were homemade and the episodes were downloaded from different sites. I know that you can not copy a store bought DVD and rent it or give the copy to someone else but what about downloaded content. when I told the guy at the video store. he told me that they have more than a few DVDs like that.

Update:

please read the whole thing before giving a answer. the guy that runs the store is also the owner and he said that they have a lot of DVDs that are made that way that he purchased for his store. no one returned a copy he rented it just as it was and he knew that it was made that way. my girlfriend and I have almost $20.00 in store credit for stuff that we took in. what should we do.

Report the store to your state's attorney general's office of consumer affairs.

It's possible someone who rented videos from that store returned counterfeit videos in their place, which is a way of stealing from the rental store. Or an employee of the store put the counterfeit videos in the boxes.

The best thing you can do is report it to the police, who will conduct their own investigation. If the store is innocent, the store will have to open every box they have to look for counterfeit videos and remove those videos, as well as carefully examine every box that is returned by customers for counterfeit videos.
