In the area of the country where you live, are here any sort of rules that say horse must have shelter -?
both from the heat of the day as well as in the wintertime? i get aggravated at one place I drive by on the way to work and these 3 horses in one pen have absolutelly no shade until later in the afternoon (becasue of a tree). The other horse is in a pen by itself and also has no shade.

horses need shelter available at all times the could have serious things happen you need to check if they have water and food also please help those horses

There are no rules where I live (northern England) but then again hot weather isn't really an issue here.
