what happens if I don't pay the monthly fee for a prepaid phone?
I want to buy a prepaid phone, but what happens if don't pay the monthly fee? does it locks? would I still be able to use the wifi, like on an ipod? and if I need to use it do I have to register it again and will I get a new number??

Most prepaid phones have no monthly fee. You just buy minutes/credit to load on your account, and that may expire after a month, or will run down as you use them.
When they expire/run out, the phone basically cannot make calls (except 911) or take calls, or use data/texting. You should still be able to use its apps that need no network, or with WiFi. If you keep it active every few months you should be able to keep the assigned number.

It will just shut down until you buy more minutes. Some offer free 911 and that's it. You won't have to register it again or get a new number.

Prepaid phones will shut themselves down, or they will keep working, but the company will bill you.
