How to ensure I pass a car inspection?
So I'm going to get my car inspected soon so I can get it insured and actually drive it. But I'm not sure exactly what it needs to pass, the car is also a classic, it's a 73 dodge dart. The lights, brakes, signals, wipers and horn work great, suspension tires and steering are good, gauges work. The only issue is it has true duel exhaust with flowmaster 40s, so it's louder than stock. And it burns some oil when cold, but that's because of bad heads, Im planning on replacing the cam, heads and headers, aluminum intake manifold, holly 650 on it. That will stop it from burning oil, but I think it's safe to say that I should wait until I pass inspection to add the goodies to it, right?
The oil burning is caused by the valve seals, I guess I should have provided more than just "bad heads." The rings are good, so I'm not really worried about the oil burning, but I'll look into additives to help stop it for the inspection.

burning oil is generally caused by one of two things: worn piston rings and/or valve seals, it isn't caused by "bad heads". If your car only is burning oil on startup it probably is valve seals so replacing the heads will likely fix it, but if the rings are worn your mods won't help.
Being louder than stock is OK as long as it's not over the legal limit, I'd probably run it through inspection before your upgrades, maybe put some of that oil additive in beforehand to minimize the burning.

Valve seals and loose guide clearances are only a couple of avenues to burn oil.
Cylinder wall finish and rings are another area. Intake manifold seal is another.
Do a leak down test if you TRULY want to know how good the rings are sealed.
Holley's on a street car are worthless unless you put on on that has Annular boosters in it.

Inspect the car your self - you need to make sure all the indicators , lights , washers wiper blades , wipers work , seat belts , horn , mirrors , tyres , exhaust , brakes , suspension , general bodywork is safe , spare tyre , windscreen must not be cracked etc etc
