Dragonfly with wings at its abdomen?

Recently my father claims to have seen a type of dragonfly that had two wings at its thorax like usual, but then its hindwings were four inches down, at its abdomen. After doing some research I didn't find any dragonfly species like that (unless its some sort of mutation), and was wondering if any of you knew what it was, if it's a dragonfly at all? Thanks!

    Insect wings and legs are always on the thorax but the rear pair may appear to be on the abdomen, especially in flight.
