over heating problem on a 1998 Mercury Grand Marquis?

We have an overheating issue on a 1998 Mercury Grand Marquis 4.6 liter. The fan motor went bad, and burned up a relay. we replaced the relay & fan motor, but the vehicle is still blowing relays, causing the fan not to work. All other components of the cooling system are in good order. New radiator cap, radiator not clogged or leaking, all belts & hoses in good shape, new coolant. We feel this is an electrical problem, but cannot find any shorts in the harness. Any suggestions?
