Headlight problem: My headlights don't work unless I turn on high beams?

I have 1998 nissan altima automatic. My dash lights come on as if everything is fine, but my lowbeams headlights arent working! So then I tried to work my high beams, and I was able to get light. I just got my turning signals replaced today because my turning signals came out when my tire blew Monday. If my lowbeams worked before hand idk because I hardly be out at night and I've only had it for 2 months.

Power flows from fuse 32 (15A) in the fuse block under the left side of the dash, to the headlight switch. From the switch, it flows to the low beams on a light blue wire. Check the fuse. If it's good, check for battery voltage at the headlight switch. If you have power there but not at the headlight bulbs, you have a break in the wire somewhere

Find the fuse block under the hood, locate the low beam relay, try swapping it with the hi beam relay and see if they come on, if not you may have a bad switch.
