Is my iphone 4 locked or unlocked?

I have a iphone 4 that had att service, I never paid the bill and after 2 months the "at&t" sign in the top left of my phone screen switched to "no service". If I want to sell the phone does this mean it's locked or unlocked? Thanks

    It's locked because you didn't pay your bill nobody will be able to use the phone for ringing or texting people the phone is just like an iPod now

    no, its still locked to at&t. you just arent getting service because you didnt pay the bill.
