PayPal is very safe, but it cannot guarantee you aren't paying a scammer. PayPal guarantees that your payment goes to the defined recipient, but that may not be the recipient you think it is. For example, if I create a website advertising a product and offer to receive payment to my email address via Paypal, the process works as intended, but since I did not confirm a business with paypal, but only an email address, the Paypal people have no way of knowing that I'm trying to scam people. SO, if buying with Paypal, be sure the paypal screen shows the company you're paying. That is your confirmation that the company has been properly registered to Paypal.
