Canon T3i is better than T3 due to its improved features and its better picture quality than Canon T3. T3i is basically an improved version of Canon T3 which has more features and better results than T3.
I would like to show you what professionals say about T3i, hope it will help your decision:

The Rebel G is a 35mm film camera, the T3 is digital. I'd take a Fujifilm S4250 over either of the choices you mentioned, it's a better digital camera than any of Nikon's L - series will ever be and I have all the film cameras I could want.

The "i" makes a whole lot of difference. It gives better specs to the camera. It also makes the camera much more expensive. Better is relative depending how you look at it. If you know exactly what you are doing, either model will do. You will get the same results.

What does the name of the camera tell you? have you noticed the difference? As in one has an "i" at the end of the name - of course there's a difference.
Read the specs on these two cameras and you'll see the differences right away.
