How to reformat an external hard drive?

I bought myself an TOSHIBA 1TB external hard drive, and was gonna use it to hold the backup data for my computers. Unfortunately, when I attempted this backup on the first machine, (a Acer Aspire laptop running Windows 7), the computer reformatted the drive to only 32GB. I have looked at Toshiba's website, and have not yet found how to fix this drive. Any one out there have any suggestions for fixing this?

Update:

Well Bob, when I tried that it would only allow me to pick the 32gb format option. I want the drives full capacity back.
