Is Mexico the best country to live in South America?

Or does it have the highest human development index or quality of life?

I f not the which Latin American country does?

Don't get offended it is just that it is the only Latin American country I've been to and people there see the rest of Latin America as a place way poorer with the quality of life being way lower as well.

I personally disagree, Guadalajara has graffiti everywhere and there are too many gangsters both posers and real.

I'm really sorry about that, I meant Latin not South America, of course Mexico is in North America, sorry.

    A lot in the news these days regarding concerns of safety for foreigners in many parts of Mexico, yet still a large expat population. I am sure factors like where in Mexico are of significance. What is best comes down to, among many other factors, your personal preferences which are not only personal to you but change with age and needs and occupation, etc.

    There are a few organizations that have been following and rating Latin American countries for living and retiring, and I have provided a few links for you below. Keep in mind that there are typically some self-serving agendas behind sites and publications like these, so you have to research more than one for sure.

    Some of the consistent messages I have read across many:

    - Nicaragua is now considered the safest country in Central America -Ortega is apparently very tough on crime.

    - Costa Rica has a lot to offer but has become expensive and crowded in many aspects -although not if you know your way around. I lived there for a few years.

    - Panama has a great system for retirees (yet I find Panama expensive, regardless of what others say - at least for real estate)

    -Ecuador is getting a lot of attention and there are a lot of expats moving there. We just returned from a few weeks touring Ecuador from north to south, and can confirm it is inexpensive in comparison. International Living rated it No. 1 for retirement last year or this year I think.

    -Uruguay is another one getting a lot of recognition and recommendations
