Windows 8 will not let me "Refresh". Help?

I am trying to get my Desktop and Shop tiles back as they disapeared. I have no "Settings" at all when I swipe right etc... and can only get to the Refresh link through Action Center. But it wont let me refresh when clicked. I am using a toshiba sattelite laptop. Please help?

Update:

I have had the problem (desktop missing tile) for over a month and found out I could not refresh about a week later when shop tile went and I tried finding a solution.

    command promt admin then type

    sfc/scannow

    did it for me

    try restarting computer or right click on desktop and click on refresh.

    Have you tried scanning for viruses?
