Due to Orton only having one strike left, can he be trusted with a world title? + DCW sign ups?
So, I haven't watched wrestling in a long time although I do try and keep up with what's happening and this might be a dumb question but since Orton only has one strike away from being automatically fired and likely to end up in TNA, can he really be trusted with a World Title anymore?
Side-note:
Dark Championship Wrestling (DCW) was an efed that lasted from November 2009 to November 2010, six months of which it lasted on this site in the wrestling section and it is once again starting up, obviously some of people here may not be familiar with it or even know of it and the site looks a bit bland with little GFX at the moment but DCW is just an efed for people to have fun, chill and do something different but if you are interested in joining, please do and even if you haven't been in an e-fed before, I'm always available for help and advice.

It doesn't matter if he has a strike left, if anything it will motivate him not to violate the health policy again. His father would have had a word with him and said if he disgrace the Orton name blah blah blah no HoF award for you when you retire no mention by WWE blah blah blah if you go to TNA you will insult me and all your friends...etc. holding the WWE title will make him more responsible as he will want to keep hold of it and not screw up.

Is it any more of a risk than putting the title around the waist of someone with no strikes at the time? Like... For example... RVD. Who had to be stripped of the title for the same reason.
I understand what you mean but will the WWE really let Orton leave? Would you if it was your company? Like him or not he's a 9 time world champion who the company has been built around for a long time. If he fails a drugs test and should be fired do you honestly think we will ever hear about it? He's one of triple h's first really chosen guys, it isn't ended badly for him regardless.
He's no more of a risk to the title then anyone else, unless you want to talk in terms of entertainment in which I'd say he's the worst threat to the title the WWE has! His previous failings won't effect much, if anything he'll be the next one to make a failed cash in acceptable. I hope because that personality void can't be a champion again when we have so many more entertaining options!
In regards to your sidenote... No

Two things:
1. The WWE obviously trusts him. He's remained incredibly over with the audience despite being pushed down to the midcard. He deserves it.
2. They wont punish him while pushing him.

if I were them I would only let him be a transitional champion, I think the risk is too great that you would have to fire him
