what free program can i use to change files to any file format i choose. no reducing qualtiy or anything. make?

    If you are asking about image files, "gimp" is a free graphics program that can do that in Windows, Mac, or Linux. It also has many other things including Colors > Curves that I often use to adjust brightness or contrast by just dragging a diagonal line into a curve if an image has areas that are too dark, too bright, or too much contrast between light and dark. http://www.gimp.org/

    If you are asking about ALL files, nothing can do that.
