So I want to download a movie on my iPhone but can I download it to the iCloud and if I can how? My iCloud account is already set up

iCloud cannot have movies saved to it. It can back up your iphone, store photos, store app data, and save and create word, power point, and excel documents (when you create them though it uses Pages, Keynote, and Numbers). If you want to store a movie, create a Google Account and download Google Drive onto your iphone. Google Drive can store videos. You also get a free 15 gb with Drive.
