Start by being her friend first. Strike up some casual conversation with her, find some common interest and then ask to hang out. Once you're passed that, start flirting. Poke fun at her a bit. Then when you feel the time is right, kiss her.

Just tell her you like her and ask her to go out with you. That is literally the only way to do it so you have to just man up and do it. Don't worry noone your age has ever had a girlfriend. The 'relationships' they have at your age do not count at all
