Cannot utilize network?
I cannot get my computer to use the amount of data that it needs. If I want to load a single video on youtube, I can get about 10 seconds per minute of buffering at 144p. My network utilization will be about .50%, if I'm lucky. If I open 10 videos, each of them will load about 10 seconds per minute, and my network utilization can go as high as 10%.
Because of this, I know that I am ABLE to get a decent data transfer rate. My laptop or the network just won't do it. I have an hp Pavilion m6-1035dx PC with Windows 7 and an AT&T router. Any solution that does NOT involve Windows 8 would be best, including switching to Linux.
A few days ago I was downloading a game and found that nothing changes when sitting right next to the router. It took about 5 hours for 10 GB.
It is only my laptop that is affected, and I do not own an Ethernet cable presently. I will buy one if free solutions don't work.

This seems like something with your router, contact At&t and ask for them to troubleshoot the router or have them send a technician over to your household and explain/show the problem. I am not sure what your Internet Speeds are from (www.speedtest.net), but I assume you have U-verse. If you have DSL and their first plan this does seem legit that it would be that painfully slow. That means you are getting (756KBPS roughly) which happens to be their first regular DSL plan.
Next you could try using an Ethernet cable, maybe your Laptop's Wireless Card is "out of date, or even broken". Using Ethernet could solve some issues, and should improve your internet performance. Ethernet is very inexpensive now, so grab a Cat 5 (or 5e) cable and wire it directly into your computer.
You can also try updating your Networking Card Driver on your Laptop, sometimes this could be the fix!
Another way to troubleshoot the Wireless Card in your Laptop is to try using another device and see if you still experience this, in the case you do experience the same thing you should contact At&t and see what they can do for you.
This is all I have in mind, one of those should be the potential fix though! :)

Try to "re-cycle" your modem/router. This commonly fixes a vast majority of problems with routers, and in the case this still has no fix what-so-ever my recommendation is that the At&t Router has broke.
