Did I do the right thing. I got tired of being hollowed at and wrote up this guy at work?

I have a different boss and he is the greatest but this other guy comes out of no where and starts screaming that I am doing nothing and I should show up to work and then reqeats it all over again. I have told my boss about this and he isn't happy at all. Told me to write a letter to the big boss to have him put a stop to it. Is this what have been done or would you have doen it defferent

    work conditions differ- what you and your boss did what you can.... but in a clumsy way....did you question him why he is screaming at you? what is his connection to your work why your boss can not question him and suggest you to go to the big boss? I feel the new guy was appointed by the big boss to check you and your current boss thats why your boss is silent and suggest you go to big boss he is trying to save himself in case it gets complicated you write a letter as instructed but see that your boss passes it then you can be safe if the other guy is acting without authorization, then he will be answerable
