It's a fungal infection. You should give the pond a good cleaning for one, don't over-clean, obviously, but cleaning up any extra yuck and food will help, fungal infections commonly come from dirty water, and also from infected injuries and things stuck in the scales. Clean water will help, if only a little...but if you can't catch him, chances are it'll eventually kill him, the whole pond will be difficult to treat properly, but I'm sure it could be done if you can't get him. It's gotta be treated, set up a bucket or some sort of net or something and put food over it, pull it up with him in-tow if you can.
It's not ich, ich is a parasite not a fungus, and doesn't get all fuzzy, it looks like your fish has been sprinkled with salt.

First, the white stuff could be Ick. Not sure because I'm not an expert, but that's what it sounds like. Ask an expert and see if you can't get the medications needed.
As for the cats, maybe you could cover the pond with chicken wire? It would allow air and sun to get through, but it would stop the cats from being able to totally get into it enough to get the fish. All they'd be able to do is get their paw wet. If you make it on a wooden frame that's laid on top of the pond, then you can lift it when you need and then lower it again when you're done. It would also allow you to feed them or whatever without lifting the wire.
Anyway, I hope that helps. Good luck.
