No. All CWP applications in TX require range proficiency, whether that's a new permit, a transfer from another state or a renewal. The only reason I know is a friend lives in the Houston area and I live in CO, he was up here for work and we were talking about the different permit systems.

Hi Warren, you actually may not require the class and rangetime. Texas has sighned a pact with many states which honors that states RTC. (right to carry) its referred to as reciprocal agreement, not sure on fine print since you are now a Texas resident, you may need to apply as a resident or perhaps the state will honor your current permit until it expires, check with your local Department of Public safety to be sure. Some people circumvent the classroom and rangetime by taking online video training In states that allow it, and use the reciprocal statute to conceal carry in their state, totally legal but they may never learn proper gun handling. Good luck to you sir, stay safe.
