Why won't my iTunes work with my ipod on my new windows 8 Dell computer?

I don't understand why I cannot add or remove or sync music etc. on itunes. My computer recognizes my device, itunes has my account but the two do not interact?

    My iTunes is the same on my windows 8 toshiba laptop! It really frustrates me!
