How can you get research help in high school?

I am doing advanced science fair for the Houston Science and Engineering Fair and I have an idea for a project, but I could not do it alone. I was thinking about trying to get help from someone at a university who specializes in the field I'm thinking of working in, but I don't know how to ask/contact someone. I am in high school and don't have contacts at universities. I don't even really have a good grasp of what my project may require yet, so lab access might also be something I could use. How could I go about finding someone to help mentor and guide me with this project?

Update:

How would I go about getting in touch with a department head?
