What would happen to the individual who rats on someone who was under the influence of drugs while baby sitting a young child? But the person gave the drugs to the individual who was to watch the child. Would the person who ratted get immunity/ lesser punishment or would the person get the same punishment?

The person who distributed the drug would face a greater punishment. The person who was on the drug babysitting might be guilty of possession, but unless some form of neglect or abuse of the child can be shown they aren't guilty of anything else. The person who gave or sold them the drug is guilty of distribution.
