Does options, menu and features are exactly same on all android phones?

I mean menu, options, features on sony phone and samsung phone, which both run on android, are exactly same? [let hardware be aside eg. RAM, processor, internal memory, camera etc]

If yes then, I might look for even cheaper phones with higher configuration like Lava, Micromax, Karbon etc. only if the system and features are same on all the phones..

    menu, options, feature are 90% the same...... this is Android....

    the other 10% is the UI (user interface)... Samsung calls it Touchwiz. HTC calls is Sense. UIs suck........ UIs are phone specific, not android specific

    Android phones have several different versions & then in turn they have variations on those versions, like Samsung's TouchWiz, Motorola's (frmly) MotoBlur, etc

    Y duos for specific, you get each and every funtion of y in y duos, in spite of the fact that if duos is twin sim with in simple terms a sprint better fee. So why now not flow for a twin sim cellular as quickly as you have all diverse function comparable
