Something like: Your virginity is something that is very important for you to reserve because it is part if your morals/ values. Tell him you just dont feel comfortable with giving it up and that giving it up before marriage is something you don't believe him. Also say that you don't want any accidents like STDs or pregnancy to happen. Proud of you for keeping it! Good luck!

Well... when the subject comes up tell him.
If you two are already to the stage where you are kissing a lot and he seems to want to go further, then it is up to the girl to set the boundary of where she is comfortable so you move his hands off your body or whatever and tell him you don't want things to progress sexually.
