why was the steelers vs giants game blacked out in NE Ohio?

It was on NFL network, but time warner cable blacked it out minutes before the game. Why would they do this? Is it because I'm in the Browns viewing area? I do not have a local channel it was broadcasted on, such as root sports. If I pay for nfl network, shouldn't I be able to watch all the games?

    Because Browns fans don't care about watching the Steelers play.. Especially a preseason game.....

    I think they did that because it was aired on NBC (atleast here).

    They blacked it out here as well and replayed the Ravens / Bucs game.

    I watched in Texas on NFL network so Idk.
