I am missing a steel ingot in Fallout 3: The Pitt?

I turned in 90, then found the 3 in the abandoned area between the mill and steelyard. The only ones left for me to get are the 6 behind the locked door in the supply plant. That makes 99, and I already found the one that sits alone on the nightstand next to the dead wildman in the supply plant. I retraced my steps at least twice using a guide on YouTube, but cannot find that last 1. Is there a way for me to find it, or can I now never get the Tribal Armor?

The best thing to do will simply be to get a guide and go over every ingot location again.
