I would say Prague but it depends on what you're looking for. Prague has a lovely old town square and it is a very beautiful city, nice buildings, monuments and sights to see. It also is a lot smaller compared to Budapest. Because you only go for 3 days you can get to know prague for a bit while if you would go to Budapest you would have lots of things left to do. However Budapest is great too. The hot natural spas from budapest and a lot more.
