Will it matter if I'm lacking 4 amps?

I ordered a new 700 watt PSU and GTX 760 and just got the psu but upon furthur reading it says the out put is +12v1 and would get 23 amps or +12V2 and would get 26 amps. The 760 says minimum is 500 watts. with 12V and 30 amps.

Will it matter if I amp 4 amps short of the minimum or will I have to get a new psu to run this card?

    With 49 amps combined, you don't have a legit 700 watt PSU. A true 700 watt PSU will have around 58 amps on the 12v rail(s). 49 Amps indicates that the actual output of this PSU is realistically around 600 watts. However you're probably okay to use the GTX 760, video card manufactures usually grossly overstate their power requirements.
