Why is it so dificult to download scanned files?

I try to scan a brochure to a file yet when I try to download that file to another site it will only let me download the "file " page by page. How do you download a file that has had 22 pages downloaded to it all in one lot . I have tried everything and still cannot work out why it is so complicated .I want to scan several pages and then send all of those pages to someone else .It should be scan ,save, select ,send yet it isn't, We are using windows 8 with an epson scanner printer copier.If I was using snail mail I would have 22 photoes in an envelope with an address so why can't the computer do that

    If your software has the capability save the scanned documents as a multi-page PDF file.

    Alternatively you can also save the entire batch into a zip file. In Windows 7 you'd select the files (or the folder), right click it, Send To> Compressed Folder. That creates a zip file, then you'd send that one file. This will be very uncompressed and if scanned at a high dpi very large, you'd likely need to send it via a third party like Windows Live Skydrive, or dropbox.com, or YouSendIt (via Yahoo mail).
