Wood is appointed by the Board of Directors, who themselves are elected by the various RL clubs by way of a rather complicated formula whereby the SuperLeague clubs have 50% of the votes. So it is ultimately the clubs who hire and fire these guys.
But firing Wood isn't going to help. The RFL's problems and decline are a lot bigger than the identity of any given CE. Ever since Union went openly professional in 1995, League has struggled with the fact that it has an inferior product. The League game is simply too one-dimensional, too predictable. That's why is was forced to go to a summer season, so as not to go head-to-head with the Premiership.
Replacing Wood isn't going to change that. If you really want to save the game, some radical rule changes are necessary. I suppose that I could learn to tolerate the six-downs-to-score system, but at least go back to contested scrums (and reinstate lineouts) so that the League forwards actually have something to do. None of which is going to happen.
