can one bee make a hive?

there is a bee or hornet i don't know witch ,but it hovers and entwines itself in my light fixture mainly in the bulb when it is on it has been there a long time do you think it is making a hive? it goes behind it when i turn it off it was the only one can only one make a hive

    I doubt it. A hive needs a queen bee. A queen bee needs worker bees.

    Bees or wasp are not driven to light. It is not making a hive. It is possible it could be a wasp but unlikely. It would be active even if the light is off.
