It looks like a fairly free and easy costume. Nothing covers the legs and it just goes around the dog's belly. It would depend on the dog, as others have stated, As long as the costume wasn't extremely heavy, like actual armor, I see no problem.

It depends on the dog and the weight of the armor. If it's really metal plated, the dog would probably freak out. If it's just cloth (s)he might be okay with it. Really depends on the dog though.
