The IOC (International Olympic Committee) host meetings every year, and in a meeting 7 years before either a winter or summer games that's when they choose the hosts, obviously the cities do a lot of preparation to show they can host the Olympics before the final decision.

It is actually the International Olympic Committee who decides to which country is to host the future Olympics (either Summer or Winter). Normally they held meetings in host countries 7 years prior to the actual games.

The International Olympic Committee selects the Olympic host city. Full meetings move every year; the next one will be held later this year in Buenos Aires.
